Business faces end of stimulus

Time is running short for the private sector to get off government life support. The bulk of Canada's stimulus spending is now rushing into the economy. With no further spending in the works, Finance Minister Jim Flaherty now must hope private demand will take the baton and sustain a viable recovery before the government's cash injections peter out. Eleven months after presenting his recession-fighting budget, Mr. Flaherty said in a report Wednesday that almost 60 per Air Jordan Shoes cent of $62-billion in federal and provincial economic stimulus measures will be spent this year, and fade out by the end of 2010. Given the administrative delays with dispersing the money, the bulk of the stimulus made its way into the economy only over the past few months. That momentum likely will carry into the early part of next year, by Michael Jordan Shoes which point Mr. Flaherty intends to close the taps. The minister on Wednesday set a deadline of Jan. 29, 2010, to allocate the remainder of the federal portion, and insisted that no further measures would be forthcoming. “It's fair to say that likely about now we're seeing the maximum effect,” said Douglas Porter, deputy chief economist at BMO Air Jordan 10 Nesbitt Burns. Mr. Flaherty's insistence on sticking to his commitment to limit most of his stimulus spending to two years suggests the government is confident the private demand that evaporated during the financial crisis will return near the end of next year. While most forecasters say that's a reasonable bet, there are risks that the consumer and business confidence needed to rejuvenate the economy will fade along with the government support. The fortunes of Canada depend to a significant degree on a revival of demand from the United States for exports, and many economists predict that the world's largest economy's recovery from the financial crisis will be muted. “The recovery will be very slow and very drawn out,” said Craig Alexander, deputy chief economist at Toronto-Dominion Bank. “The domestic side will be solid. The headwind will come on the export side. There will be a slow and gradual recovery in the U.S.” The federal and provincial assault on Canada's first recession since the early 1990s includes tax cuts , enhanced unemployment benefits, automotive bailouts and infrastructure spending. When measured as percentage of the economy, the combined Canadian spending amounts to one of the biggest stimulus programs in the Group of 20 nations at more than 4 per cent of gross domestic product. That aggressive response has caused a significant deterioration of public finances. The gross debt of the federal government and the provinces will rise to 79 per cent of GDP in 2010, eighth highest in the G20, from 64 per cent in 2007, according to the International Monetary Fund .

Australian PM shrugs off climate bill defeat

SYDNEY — Australia's Prime Minister Kevin Rudd shrugged off the damaging defeat of his key carbon-trading bill on Thursday and played down the chances of an early election. Rudd, in his first comments on the legislation's failure, said he had "always" intended to serve a full three-year term and called on "wiser heads" in the opposition to Air Jordan Shoes back the bill when it is reintroduced in February. The prime minister passed up the chance to call snap polls after the bill's second defeat on Wednesday, which will leave him empty-handed at this month's UN climate talks in Copenhagen. He said the opposition, now led by climate-change sceptic Tony Abbott, was taking a more extreme Michael Jordan Shoes stance than ex-prime minister John Howard, who famously refused to ratify the Kyoto Protocol. "It seems that the Liberal Party are now saying they don't want an ETS (emissions trading scheme) at all, which would put them into a more extreme position than Mr. Howard," he said, according to public broadcaster ABC. "This summer provides a great Air Jordan 6 opportunity for calmer, wiser heads of the Liberal Party to prevail." Abbott, who ousted Malcolm Turnbull as Liberal Party leader during the turbulent debate, has said he will oppose the third reading of the bill, which he describes as a "great big new tax." Rudd's Carbon Pollution Reduction Scheme (CPRS) aimed to cut emissions blamed for global warming by between five and 25 percent from 2000 levels by 2020, depending on what action is taken at the UN summit this month. But it ran into strong objections from the industrial and agricultural lobby as well as the conservative opposition, which ousted its leader Turnbull for supporting the cuts. Rudd, who will be a "friend of chair" at the December 7-18 Copenhagen talks, campaigned on a strong environmental platform and ratified Kyoto as one of his first acts after taking office in 2008.

Kosovo tells world court independence "irreversible"

THE HAGUE (Reuters) - Kosovo told the world court on Tuesday that its 2008 declaration of independence was irreversible, arguing against Serbia's claims that the act was a "flagrant violation" of its territorial integrity. At the start of U.N. hearings examining the legality of the move, Serbian ambassador to France Dusan Batakovic told a 15-judge panel he hoped for a ruling that would provide scope for talks with Kosovo that would prevent a full break from Serbia and contribute to "peace Air Jordan Shoes and stability." "Kosovo is the historic cradle of Serbia and ... one of the essential pillars of its identity," Batakovic said. The International Court of Justice (ICJ) in The Hague is holding the hearings at Serbia's request a decade after NATO bombing ended a two-year war between Serbia and ethnic Kosovo Albanians. The court is expected to give its advisory opinion within a year. Kosovo's Minister of Foreign Michael Jordan Shoes Affairs Skender Hyseni, speaking after Serbia, argued Kosovo's independence was already recognized by 63 other nations and it was already functioning as an independent republic with a constitution and elections. "Kosovo's independence is irreversible and that will remain the case, not only for the sake of Kosovo, but also for the Air Jordan 5 sake of sustainable regional peace and security," he told the court. Serbian officials say they want to see Kosovo as the country's southern province with wide autonomy, something Pristina rejected in 2006-07 U.N.-sponsored talks. The United States and most other Western states recognized Kosovo's independence, but Serbia rejected it, as did its ally Russia. Malcolm Shaw, a lawyer representing Serbia, warned the court that its ruling is being watched with "great apprehension" by other states also facing separatist pressures.

UN Report Exposes FDLR Global Network

Kigali — An explosive report from a UN group of experts has exposed a network of allies comprising of individuals, companies, charities and governments that have aided the survival of FDLR by supplying the ragtag rebel outfit with arms in exchange for Congo's minerals. FDLR, or the so-called Democratic Forces for the Liberation of Rwanda, is a militia group, today categorized by the US State Department as a terrorist outfit. It is largely made up of former interahamwe militias Air Jordan Shoes and ex-government forces responsible for the 1994 Genocide against the Tutsi. The UN experts' report that was leaked to the media ahead of its unveiling, says FDLR rebels have been able to use vast international networks to bolster their supply of arms and recruit extra soldiers. The network includes Air Jordan 6 Spanish charities, Ukrainian arms dealers, corrupt African officials and even secret North Korean weapon suppliers. The UN experts say they tracked down 240 calls between Germany-detained FDLR leader Ignace Murwanashyaka, and his military commanders in DRC. These commanders also maintained contacts in 25 ">Air Jordan 6 Air Jordan 7 countries in Europe and America. "Efforts to uproot the group whose members are accused for masterminding the 1994 genocide against the Tutsi in Rwanda have failed largely due to the FDLR's ability to fund its campaigns through the illegal international mineral trade," the report says. The report that comes out days after Germany arrested top leaders of the notorious group, hits at the European nation alongside France for allowing these fugitives to operate from their territories, directing military operations in Congo in an open violation of UN sanctions." Two Spanish charities - the Fundació S'Olivar and Inshuti - which are funded by the government of the Islas Baleares Province and linked to the Roman Catholic Church - have been providing financial support to the FDLR, the report says.

Fort Hood suspect paralyzed from chest down, lawyer says

BELTON, TEX. -- Maj. Nidal M. Hasan, the Army psychiatrist charged with killing 13 people at Fort Hood, Tex., is paralyzed from the chest down and doctors believe his paralysis will be permanent, Hasan's lawyer said Sunday. "He has no sensation from the nipple area down," Hasan's civilian attorney, John P. Galligan, said in a telephone Air Jordan Shoes interview. During a closed-door hearing in Hasan's hospital room on Saturday that lasted about an hour, a magistrate ruled that Hasan be confined until his military trial, Galligan said. "In the middle of this hearing, he Michael Jordan Shoes started to nod off and go to sleep," Galligan said. "When I've spoken with him, he's coherent, but your ability to have any meaningful exchange with him is limited in time and subject." Hasan has been recovering from gunshot wounds at Brooke Army Medical Center in San Antonio, where he is in Air Jordan 2 intensive care. He has been receiving letters and cards, which the government has been copying before delivering, Galligan said. Now under pre-trial confinement, Hasan faces greater restrictions on visitors and the military can transfer him to another hospital or jail, he said. Hasan will remain in confinement until his court-martial, a date for which has not been set. He has been charged with 13 counts of premeditated murder in the Nov. 5 massacre, but Galligan said he "fully anticipates" that military prosecutors might file additional charges.

Not to stick a (Space) needle in MLS' balloon, but is it sound?

Reporting from Seattle - The MLS Cup logo gleams from up high, freshly painted atop the Space Needle, along with the logos of the Galaxy and Real Salt Lake. It's a sign that the 14-year-old league's championship game has finally arrived in the Northwest; it will be played Sunday at Qwest Field between the aforementioned teams. It's also a sign that the "dog and pony shows" have hit town. Call it hokey. Call it a sales pitch. It's here. On Wednesday, for instance, when the M/V Tacoma lurched up to Pier 52, the ferry had on board former UCLA and Galaxy Air Jordan Shoes coach and current Seattle Sounders Coach Sigi Schmid, as well as former UCLA and U.S. national team winger and current Sounders technical director Chris Henderson. Wouldn't you know it, they were bringing the sterling silver Philip F. Anschutz championship trophy to Seattle -- not the way they would have preferred, of course, which would have been to win it. "MLS made a great decision in expanding to our region," said King County executive Dow Constantine, the obligatory politician on hand. "Here's a place where darn near every kid grows up playing soccer." Then, on Thursday, MLS Air Jordan 14 Commissioner Don Garber went online with the seattletimes.com and fielded questions from fans, telling the world that all was well with MLS and would be even better in the foreseeable future. "This season will forever be known as one of the key moments in the history of soccer in America," Garber said during the day. Finally, on Friday afternoon, Galaxy forward Alan Gordon and Real Salt Lake goalkeeper Chris Seitz were cajoled into Seattle's virtually unavoidable photo op -- tossing dead fish around at Pike Place Market. It's all about buzz and image. And Michael Jordan Shoes in Seattle, MLS had the soccer success story of the year, perhaps of the decade. So why not celebrate? Beneath the surface, of course, and not mentioned too loudly on a championship weekend, are a number of niggling little issues and a few not-so-little ones. MLS attendance, for example, was down 2% in 2009 to an average of 16,037, even though the Sounders averaged a league-high 30,897, even though Sunday's title game is a sellout, and even though Toronto FC has sold out every game in its three-year history. The reality check comes with the knowledge that the New England Revolution drew a paltry 7,416 for a home playoff game against the Chicago Fire, or that the defending league champion Columbus Crew drew only 10,109 for its home playoff game against Real Salt Lake. Then there is that old bugaboo, the MLS Players Union, long a thorn in the side of those team owners who prefer that their employees just do the work and accept what comes to them. The league's collective bargaining agreement with the union expires on Jan. 31. The union wants a number of things, not least of which is guaranteed contracts for its players. Talk of a strike causes Garber to bristle. "Any discussion about a strike or a work stoppage at this point is totally premature," the commissioner said Monday during his "state of the league" teleconference from MLS headquarters in New York. Garber admitted, however, that negotiations with the union would likely be "difficult." As difficult, in fact, as the San Jose Earthquakes, the Houston Dynamo and the Kansas City Wizards -- all former MLS champions -- are finding it to build their own stadiums.

2nd UPDATE: Dell Profit Falls 54%, Disappoints Street

Dell Inc.'s (DELL) fiscal third-quarter profit fell 54% as the downturn led to a double-digit drop in revenue, but the computer giant said it is seeing improving demand. Shares fell were down as much as 7.6% to $14.67 after-hours as the results fell short of expectations. More recently, Dell shares were off 6.1%, to $14.90. Nonetheless, Chairman and Chief Executive Michael Dell said, "We are seeing improvement in overall underlying IT demand Air Jordan Shoes that is continuing into the fourth quarter. The same is true with momentum in Dell's business," especially among corporate customers. And with the launch of Microsoft Corp.'s (MSFT) Windows 7, "we'll see a pretty powerful replacement cycle," Dell said on a conference call. "We remained biased toward expanding profitability." Dell Chief Financial Officer Brian Gladden, on another conference call, said the company saw some growth return to its largest Michael Jordan Shoes customer segments, in particular large enterprises and small to medium-sized businesses. And those improvements and others continued into its fiscal fourth-quarter. But lower average selling prices, especially of netbook computers, have weighed on Dell's profitability. And most of the overall growth in tech spending is being led by consumers, a customer type that Dell doesn't focus on as much as its rivals. Meanwhile, some of Dell's customers continue to delay upgrading their IT infrastructure despite some signs of recovery. There's also "significant work" remaining Air Jordan 8 before Dell will meet its goal of cutting $4 billion in costs, Gladden said. "There are some encouraging signs for us," he added. The No. 3 player behind Hewlett-Packard Co. (HPQ) and Acer Inc. (2353.TW, ACEIY) has been feeling the downturn longer than most companies, largely because the corporations that account for 80% of its revenue were among the first to cut back. Three months ago, Gladden said demand had stabilized but a significant uptick was unlikely until 2010. To deal with the slump in personal computers, Dell has been diversifying. Its biggest move was the $3.9 billion acquisition earlier this month of Perot Systems Corp., giving it a broader reach in the services business. Dell, which has said other deals aren't out of the question, is also moving into smartphones, one of the hottest areas in consumer electronics. For the quarter ended Oct. 31, the computer maker reported earnings of $337 million, or 17 cents a share, compared with $727 million, or 37 cents a share, a year earlier. The latest quarter included 5 cents in restructuring charges.

Race to the Top education grant propels reforms

It's relatively small by Washington standards, but the Obama administration's $4.35 billion carrot for schools is already leading Air Jordan 21 states to adopt a handful of key reforms. Tucked into the $110 billion federal stimulus slated for education, a comparatively tiny grant known as the Race to the Top requires that states that want the Air Jordan 22 money must commit to closing historic achievement gaps and getting more kids into college – but they also must show that they're attending to a few nitty-gritty details that President Obama and Education Secretary Arne Duncan believe are important, including: •Tying teacher and principal pay – and school assignments – to student test scores. •Adopting internationally benchmarked academic standards. •Turning around their lowest-performing schools. •Building long-term student tracking systems. Air Jordan 23 •Loosening legal caps on the number of charter schools that states allow each year.
